Владимир Стеклов родился 3 января 1948 года в городе Караганде. В 1949 году семья переехала в Астрахань. С девятого класса Владимир Стеклов занимался в театральной студии. В 1966 году окончил среднюю школу № 66 города Астрахань. По окончании в 1970 году Астраханского театрального училища по специальности «актёр драматического театра и кино» служил в Советской армии (в музыкальном взводе ГКНИИ ВВС им. Чкалова в Ахтубинске).
